Elaine Rosenberger is the Chairman of the Board for the San Diego Regional Sustainability Partnership. Elaine has been in the financial industry for twenty-four years as the Vice President of Construction and Real Estate working with developers and contractors all over the country. She also served as the Senior Vice President of Private Banking for five years becoming the top revenue producing division of the bank. Ms. Rosenberger has worked closely with the Federal Reserve regarding low income housing in the community. She holds a Bachelor of Science Degree in Finance and Business Administration, from the University of Texas at Austin.
Ms. Rosenberger also owns a financial consulting company in San Diego, has served as a member of the San Diego President's Round Table, and was chairperson of the Women's Resource Network.
Ms. Rosenberger has been a featured speaker at various forums to include SBA, "Empowerment for Women", and "The Seven Steps in Getting Your Business Started". Ms. Rosenberger is a private pilot.
Elaine Rosenberger is a Principal owner of Seeds Global Alliance which finances alternative energy, provides consultation and financing on building green and sustainability best practices, feasibility reports, environmental engineering and architectural engineering (LEED AP).
Mr. Gaines is currently the Director Customer Programs for San Diego Gas & Electric and Southern California Gas Company. His organization is responsible for developing and implementing energy efficiency and demand response programs for residential, commercial and industrial customers. He has worked for the Sempra Energy utilities for 24 years where he has held positions of increasing responsibility in Engineering, Public Affairs, Environmental Solutions and Customer Services. He holds a BS in Environmental Engineering from U.C. Irvine, an MBA from UCLA and is a Registered Professional Engineer in the State of California. He is also on the Board of Directors for the Consortium for Energy Efficiency and the San Diego Regional Sustainability Partnership.
Lyn Hall is the Sr. Manager of Environmental Health & Safety for Qualcomm Inc., a telecommunications research and development company headquartered in San Diego, CA. Qualcomm is a member of the S&P 500 Index, a Fortune 500 company and for the last ten years in a row, has earned a place in Fortune's list of "100 Best Companies to Work for in America."
Ms. Hall has over 15 years expererience is managing all loss control activities for Qualcomm including workers compensation claims management, health and safety, property and auto claims management and environmental practices.
She also serves on the San Diego Chapter's Board of RIMS as as well as a board member for the Pacific Safety Council and is the Secretary/Treasurer for the board of the San Diego Regional Sustainablity Partnership
Mr. Hurt is VP for Regional Operations and Sustainability for Engineering and Environment, Inc. Prior to his recent retirement from DoD's Regional Environmental Coordination Office. Mr. Hurt has more than 30 years of experience in strategic planning and program management for Army, Navy (including Marine Corps) and Air Force programs including state and local collaboration.
Mr. Hurt has been a featured speaker, facilitator, promoter and participant at a number of national forums related to environmental management and its relationship to best practices on "Greening the Government" initiatives. As past Chair and founder of the Federal Network for Sustainability (FNS), Mr. Hurt's vision promotes cost-effective, energy– and resource–efficient operations across all branches of government.
Mr. Hurt was also awarded the prestigious Hammer Award by Vice President Al Gore for his contribution to a cooperative agreement process between our Nation's states and Military Services. He also represented the DOD Regional Environmental Office in Hawaii and has successfully led the State and Military services to a Pollution Prevention Partnership, signed in November 2000.
Mr. Kennedy graduated from the University of Virginia in 1976 with a Bachelor of Arts Degree in Environmental Science. He was commissioned through the N.R.O.T.C. program and served eight years of active duty. He also holds a Masters of Science Degree in Environmental Management from West Coast University
He began federal civil service in 1994. He has held positions in Environmental Compliance, Environmental Budgeting, and served as Commander Navy Region Southwest Environmental Program Manager from July 2002 until July 2007. He currently serves as Commander Navy Region Southwest Sustainability Manager.
Mr. Kennedy is a LEED Accredited Professional. He is a member of the Board of Directors of the San Diego Regional Sustainability Partnership. He also is an Adjunct Professor teaching Environmental Science at Corinthian College.
Angela Shafer–Payne is Vice President of Planning and Operations at the San Diego County Regional Airport Authority. In her capacity, Ms. Shafer–Payne oversees short term and long term planning, land use planning, environmental affairs, airside operations, public safety and security, training and organizational development and business planning for the Authority.
Ms. Shafer–Payne has been with San Diego International Airport (SDIA) since 1995 when the Airport was part of the Unified Port of San Diego. At that time she was assigned to the operations team responsible for operational coordination between the tenants and airport. For three years she served as Director of Airport Business and Administration responsible for airport contracts, marketing, planning, finance liaison and business planning for the Airport Division. She was the staff lead for the creation of an independent airport authority in 2002 until her appointment to Vice President in December 2002.
Ms. Shafer–Payne has a degree in Aviation Administration and she holds an Instrument Rated Pilot's License.
Irene M. Stillings is Executive Director of the non-profit California Center for Sustainable Energy (CCSE), an organization devoted to sustainable energy for our future. The mission of the California Center for Sustainable Energy, formerly the San Diego Regional Energy Office, is to foster public policies and provide programs, services, information and forums that facilitate the adoption of clean, renewable, sustainable and efficient energy technologies and practices. The Center provides a variety of services to business, residential, municipal and non-profit entities.
Ms. Stillings has 35 years of experience in the energy industry during which she's held various executive positions at New York State Electric & Gas Corporation, ConneXt, Inc, and Navigant Consulting. Irene has held leadership positions on numerous national committees and currently serves on the Energy Working Group of SANDAG, the City of San Diego's Sustainable Energy Advisory Board, and the Board of the San Diego Regional Sustainability Partnership. In recognition of her many accomplishments and strong leadership role, she was installed in the Wall of Fame at the National Women's Hall of Fame. Irene received her BA Degree, Magna cum Laude and Phi Beta Kappa, from the University of Rochester and her MS Degree from Syracuse University.
